A Need for Real and Lasting Change

Lasting change can only come from amendments.

After purchasing my lot in 2012, I spent two months in the summer of 2013 dry camping. During this time, I was appalled at the level of acrimony. I heard from landowners, sat in on local meetings, court proceedings, and heard from landowners to try to get the inside story. I begin to develop the notion that the founding documents had deficits that lead to dysfunction.

For one, too much power seemed to be vested in park management. I was also concerned that many landowners felt alienated from major decisions. That was over ten years ago. My position has not changed. In fact, in passing conversations with landowners, I am finding that a feeling of alienation and demoralization is manifest.

I also found in those conversations’ landowners showed a deep passion for the park and their property. I was very impressed by many landowners, who are conscientious and principled.

My position then, as is now, is that there should be a structural change to the governing documents through amendments. Changes to by-laws or policies are not permanent and are subject to the arbitrary will of the future boards. The common landowner finds no relief in this.

At first blush, the notion of effectuating an amendment seems impossible. Too costly. Impossible to get the necessary votes. However, my research shows a different story and I will provide references to that end.
